I'm not too sure I agree with this one, from the Best Practices for inking by Microsoft.
The rest of it is a great starter for people getting into Tablet PC's, but I am not too sure why you would want to turn this off... What about selecting the text you want to mark up, or from a web page as a clipping, or.... many other things.
